We are in immediate need for a Program Manager in our Essex location. The primary accountabilities of this position are to safely and effectively manage the delivery ofallaspects of project scope, schedule, and budget for a large portfolio of projects. Additionally, this position includes the key responsibility of developing, managing and coaching multiple individual contributors (Field Technicians) and/or Field Supervisor(s)/Manager(s) to deliver the work. This role requires the effective management (and meeting) of internal and client expectations and the meeting of financial goals. Successful candidates will demonstrate leadership qualities, including conflict and issue resolution, and have the ability to work logically and systematically, with good time management. This position requires superior problem solving, decision-making and record keeping skills.

Essential Duties/Principal Responsibilities:

  • Project Management: Define and implement project plans in accordance with the contract terms, client s needs, andWachsWater Services offerings from project planning through execution and closeout. Provide hands-on project management and actively manage the project plan, deliverables, dependencies and outcome of assigned projects to ensure projects are delivered on schedule and on budget.
  • Staff Management: Hire, develop, support, supervise and coach multiple direct reports (field personnel). Execute the established training program for all field personnel. Ensurestaff adhereto established policies and procedures (safety, operational, equipment care/use, HR, finance,etc).
  • Resource Management: Assemble project resources to meet project requirements. As required by the project scope, identify, qualify, and negotiate contracts with sub-consultants. Manage the project team against the project plan.
  • Internal and External Reporting: Keep internal stakeholders informed of project activities and deliverables, as well as risk and mitigation strategies. Ensure the client is informed of project and deliverable status as defined by the project scope or as appropriate to the project.
  • Quality Management: Responsible for effective quality assurance and quality control on all aspects of the project. Analyze project data, identify discrepancies and develop and implement corrective actions.

Minimum Qualifications: Education, Experience, Skills, Abilities, License/Certification:

  • Bachelor s Degree Preferred. Project Management Professional (PMP) certification preferred
  • Minimum 7 years professional experience with at least 3 years of direct supervision responsibilities.
  • Safe driver with a valid driver s license
  • Ability to pass DOT Physical, background check and drug screening
  • Ability to manage key stakeholder interests, while at the same time managing conflicting priorities and business interests
  • Demonstrate excellent oral and written communication skills in all interactions with staff, general public, clients, and contractors
  • Technical report writing skills
  • Understanding of accrual-based accounting
  • Water systems inspections or construction experience
  • Ability to understand, maintain and update financial and operational records (strong recordkeeping)
  • Ability to build and deliver operational plans that meet strategic business goals
  • Develop and manage relationships with subcontractors to augment internal staff, perform specialized services and meet client M/WBE requirements
  • Demonstrated leadership qualities, including conflict and issue resolution
  • Ability to work logically and systematically, with good time management
  • Problem-solving and decision-making skills plus the ability to think laterally while offering creative solutions
  • IT literacy and the ability to handle electronic data
  • Flexibility and the ability to manage change
  • Strong interpersonal skills and the ability to lead and work well as part of a team
  • Proactive with a high level of attention to detail
  • An understanding of pipeline design, and/or construction management is preferred

Travel:If assigned projects are local to Project Manager s base location, travel will be minimal. If assigned projects are remote, frequent travel (up to 30%) will be required for field investigations, site visits, and client presentations.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
